FORTIFIED Roofing in Covington, LA

For several grant rounds, the state's coastal zone line along I-12 left most of Covington out of the Fortify Homes lottery. The discount benchmark for a certified roof follows the parish instead, so a house north of the interstate is measured like one on the lakefront.

If you live north of I-12 and once looked up your Covington address for a Fortify Homes round, you may have found it outside the eligible area. Earlier lotteries stopped at the coastal zone line until Round 9 added the rest of the parish.

That boundary only ever governed the grant. The state's discount benchmarks for certified roofs are drawn parish by parish, and St. Tammany sits in the region with the highest figures, north of I-12 or south of it. We work from Mandeville, within the same parish, and we build FORTIFIED roofs to the IBHS standard, with a photo record for the evaluator to review.

Where Covington Sat on the Old Grant Map

The coastal zone is a boundary written into state law. In St. Tammany, its inland edge runs east along the southern right-of-way of I-12 until the interstate meets I-10. Earlier Fortify Homes rounds were limited to addresses inside that zone, and most of Covington lies north of I-12, so most Covington households had no place in those drawings.

Round 9 changed that for the whole parish. The state listed the remaining parts of St. Tammany as eligible, which brought north-of-I-12 Covington into the pool for that round. The program still hands out grants of up to $10,000 by lottery, announces each round and its parishes on its own schedule, and requires a household to be selected and approved before anyone starts on the roof.

For a Covington owner who wanted a stronger roof before Round 9, there was one path: build it with your own money and send the certificate to your insurer. That path is still open to any Covington owner, whatever a later round's parish list says.

What a Certified Roof Is Benchmarked at in St. Tammany

The state published benchmark discounts for the hurricane portion of the premium and directed insurers to implement them no later than January 1, 2027. St. Tammany belongs to the South region, the top of three. These are benchmarks, and a given policy can differ, so ask your insurer what applies to your policy.

FORTIFIED Roof: 29%.

The tier a Covington reroof can earn without touching the rest of the house, and the one Epic Roofing builds: deck fastening, a sealed deck under the covering, and reinforced edges.

FORTIFIED Silver: 43%.

On top of the Roof tier, Silver sets requirements for the openings, porches and carports, chimneys and gable ends. Our share is the roof portion, and the other trades handle the rest of that list.

FORTIFIED Gold: 49%.

The top tier, which calls for the house's entire structure, not only the roof and openings, to be tied together.

Because these figures are set by parish, the I-12 line plays no part in them. A certified roof off a rural road in 70435 and one near the lakefront carry the same benchmark. What can still differ from one house to the next is how each insurer applies it.

The I-12 Line, the Grant and a Covington Roof

Our Covington house is just south of I-12. Were we in the earlier lotteries? +

Possibly. The zone boundary follows the southern right-of-way of the interstate, so some addresses below it fall within the zone. The program decides eligibility address by address, and its answer is the one that counts.

We're north of town near the Washington Parish line. Does that change our benchmark? +

Only if the house itself is in Washington Parish, which the state placed in its Central region with lower figures. A St. Tammany address keeps the South figures, however far north it sits.

What does a FORTIFIED build run on a bigger Covington house? +

A full replacement for a 2,000 to 2,500-square-foot house runs $13,000 to $23,000, and larger roofs are priced based on their measurements. Grant money, if your household is approved, goes toward construction only, up to $10,000. With a fixed cap, a larger roof leaves a bigger share of its price with the owner. That share can go through GoodLeap or Hearth, because Epic Roofing's financing extends to FORTIFIED upgrades, and pre-qualifying is a soft pull with no effect on your credit.

We were outside the eligible area in an earlier round. Does that registration carry over? +

Registration runs round by round, so a household that fell outside an earlier round signs up again when the program announces the next one and names St. Tammany on its list. If your current roof has to last until then, Covington roof repair can keep it watertight.

Our home is in a mapped flood zone. What will the program ask us for? +

In addition to a homestead exemption on your primary residence and a policy with wind coverage, the program requires flood insurance for homes in a Special Flood Hazard Area. Those papers sit with you and your agent; the roof side sits with us.

Should we sign with a roofer now in case our name is drawn? +

The program asks registrants to wait until they are selected before contacting a contractor or an evaluator, and work begun before approval makes a home ineligible. Once a household is drawn, contractor selection runs through the program, and Epic Roofing is one of the approved names it works from. A FORTIFIED roof built without a grant can be scheduled whenever suits you.

Deck-Sealing Choices on St. Tammany's Roofing Permit

Covington-area addresses outside the city limits, including much of the 70435 ZIP code, obtain their roofing permits from St. Tammany Parish. The parish form requires the contractor to declare one of four deck-sealing methods: taped deck seams under a single layer of underlayment; two layers of underlayment, lapped half a roll plus an inch; a self-adhering polymer-modified bitumen underlayment over the whole roof; or the same membrane installed with a bond break.

A FORTIFIED sealed roof deck is built from methods like these, so the method declared on the parish form can also be the one the evaluator sees in the photo file. The estimate names the underlayment, since the covering going on top has a say in which method fits.

Inside city limits, the City of Covington issues its own roofing permits, and we follow the city's requirements on those jobs.

Roster, Crew and Photo File for a Covington Roof

Credentials the program looks for:

Epic Roofing is on the state's roster of approved Fortify Homes contractors. More than 30 FORTIFIED roofs are on our crew's record, and Joey Noto holds three IBHS FORTIFIED credentials.

Our crew, our photo file.

Our own crew installs the roof without subcontractors, and CompanyCam photos of the fastening, deck sealing, and edges go into a file that the evaluator can review. Whether the roof is certified is decided by IBHS after the evaluation.

IBHS sets the FORTIFIED roofing requirements layer by layer, starting at the deck. Skip the upgrade and the job becomes a standard Covington roof replacement, built by the same Covington roofing crew without the evaluator's file.
