The state's grant lottery is the best-known way to help pay for a FORTIFIED roof in Slidell. East St. Tammany Habitat for Humanity has also run its own FORTIFIED roof program, and a certified roof can simply be paid for privately. The route you pick decides who chooses the contractor, what comes out of your pocket, and how long you wait.

Epic Roofing builds FORTIFIED roofs across St. Tammany, Slidell roofing included, from our Mandeville office. We'll explain how each route works, and where we can and can't be part of it.

Slidell, the Coastal Zone Line and Three Funding Routes

Louisiana's Coastal Zone boundary crosses St. Tammany along the southern edge of I-12, then turns onto I-10 and follows it to the Mississippi line. Much of Slidell lies on the coastal side. That mattered because some earlier Fortify Homes rounds drew only from inside the Coastal Zone, so many Slidell addresses were already in the pool while much of the parish to the north waited. Round 9 opened the rest of St. Tammany, and the whole parish was on its eligible list.

The result shows in the numbers. As of February 2025, St. Tammany ranked second among Louisiana parishes with 1,189 FORTIFIED certificates, 437 of them grant-funded, so a fair number of Slidell-area houses already carry a designation. Nearly two in three of those parish certificates were paid for without a Fortify Homes grant.

In practice, a Slidell owner has three ways to a FORTIFIED roof: the state lottery when a round opens, Habitat's program for households in East St. Tammany that meet its income limits, or paying for the certified roof directly. Whichever way it's funded, St. Tammany falls in the region with the largest of Louisiana's published FORTIFIED discount benchmarks. Ask your insurer what applies to your policy.

State Lottery or Habitat: Who Chooses Your Roofer

The state route

A lottery decides who receives a grant of up to $10,000. Registration requires a primary residence with a homestead exemption and active wind coverage, plus flood insurance for a home in a flood hazard area, and owners report their recent claims. Selected owners wait for program approval before any work starts. After that, the owner selects the contractor from a program-approved field to which Epic belongs.

The Habitat route

East St. Tammany Habitat for Humanity has offered grants of up to $15,000 to owners in East St. Tammany who meet its income limits, are on the deed and live in the house. Mobile and manufactured homes, townhomes, duplexes and condos were excluded. Habitat has typically gathered three bids from qualified contractors and picked the lowest, charged the owner a $600 fee for the outside inspections that certify the roof, and left any amount above the grant for the owner to cover, with no Habitat financing for it. It notes that processing can take several months. Check Habitat's current terms before planning around any of this.

What separates them

Control over the contractor. On the state route, a selected owner chooses among approved contractors. On Habitat's, Habitat makes that choice, so we can't promise to be the roofer on a Habitat job. Paying privately leaves you the most say over timing and materials, and the roof goes through the same evaluator review at the end. Timing differs as well: a lottery round runs on the state's calendar, Habitat's process on its own, and a self-funded roof on ours once you sign. Out-of-pocket costs differ, too: the state program leaves evaluation fees with the owner, while Habitat charges an inspection fee of its own. None of the three routes changes what goes on the roof.

The Slidell FORTIFIED Photo Record

Whichever route pays for it, a FORTIFIED roofing designation rests on evidence. On our builds, the CompanyCam record covers:

The bare deck:

Photos of the sheathing once the old roof is off, with the nailing visible and any sheets replaced or re-fastened marked.

The sealed-deck layer:

The method that seals the deck seams, shot as it goes down, with the product labels in frame.

Edge metal and starter:

Drip edge and the starter course along the eaves, with the fastener pattern showing before shingles cover it.

The finished roof and the handoff:

Final photos and the install documentation go to the evaluator, and a copy comes to you.

From there, the decision belongs to the evaluator and IBHS. Our part is building to the standard and supplying the record, backed by Joey Noto's three IBHS FORTIFIED credentials and a crew with over 30 FORTIFIED roofs finished.

Grant, Habitat or Self-Funded: Slidell Questions

Can Habitat's program and the state lottery both help with one Slidell roof? +

They're separate programs with separate rules, and we can't tell you how they interact. Ask each one directly before counting on both. Habitat's terms have ruled out pairing its grant with an insurance settlement for roof damage.

The Slidell house we're buying already has a FORTIFIED certificate. What should we check? +

The issue date first. Certificates run five years and can pass to a new owner when the house sells, so find out how much time remains and ask your insurance agent how the transfer is handled.

Does it still matter which side of I-12 our Slidell house is on? +

Not for Round 9, which listed the whole parish. Each round names its own eligible areas, so check the next announcement against your address.

Our house dates from the late 1970s. Can it still reach FORTIFIED? +

Often, yes. Condition matters more than age: the program wants the house in good repair when the evaluator sees it, so rotted fascia or similar items go on the scope before the FORTIFIED work, and we point them out at the inspection.

Do you file the grant or Habitat paperwork for us? +

No. You register with the state program or apply to Habitat yourself. If a program approves you and we are the contractor on the job, we supply the roof documentation it asks for.

Can we do just the slope that took the storm as FORTIFIED? +

The grant excludes patching and partial repairs and calls for replacing the entire contiguous roof covering; the designation is built on the whole roof. For a damaged section on a roof with life left, Slidell roof repair is the better fit.

Self-Funding a Slidell FORTIFIED Roof

Reroofing a 2,000–2,500 sq ft Slidell house runs $13,000–$23,000, set largely by pitch, roof shape, and how much decking needs work. On the estimate, the FORTIFIED share of that figure is broken out. The inspection is free; no payment is required at the consultation; and financing is available.

On the state route, a selected owner's grant can pay as much as $10,000 toward the certified roof's price. Our 5-year transferable workmanship warranty comes with the replacement, the same coverage that backs a standard roof replacement in Slidell.
