A FORTIFIED roof on a Harvey house starts as a full reroof and adds the deck, seam, and edge work as set out in the IBHS standard. Whether a Harvey house fits the state grant's published rules depends partly on how it is owned and insured. The first visit is free.

Which Harvey Homes the Grant Was Written For

Jefferson Parish was among the parishes eligible for Round 9 of the Fortify Homes lottery, the state program that has awarded grants capped at $10,000 for FORTIFIED roof work. The program's published rules narrow which Harvey homes can be entered. The house must be the owner's residence, with a homestead exemption on file, insured under a residential policy with wind coverage, and, if it sits in a federally mapped flood hazard area, covered by a flood policy as well. Condominiums, mobile homes, and new construction are excluded, and the program funds only a full replacement of the roof covering, never a patch.

By census estimates, about 94 percent of Harvey homeowners live in a detached house, while the area's duplexes and small apartment buildings are mostly rented, so most homes that meet the primary-residence rule are detached houses. The housing stock carries some age, too, with a median build year around 1975. On a house that old, FORTIFIED is a retrofit done at tear-off. The deck is refastened, its seams are sealed, and the edges are rebuilt, and an evaluator has to find the house in good repair before a grant job can go ahead.

Those rules also expect the contractor to hold every permit the job needs, which for roofing in Harvey means a Jefferson Parish permit.

The Roof Work Behind a Harvey Certificate

Ring-shank deck fastening:

With the old roof off, the sheathing is refastened with ring-shank nails to the schedule the standard sets, after any soft sheets are replaced.

A sealed deck:

Every seam in the decking is sealed, so water has a harder time reaching the house if wind tears the shingles away.

Edges built against uplift:

A wider drip edge goes on, and the starter strip is fully adhered along the eaves and rakes, where wind tends to get its first grip.

Proof before it is covered:

Our crew records every stage in CompanyCam while it can still be seen, from the bare deck to the finished ridge, so the evaluator has the file the standard asks for.

Harvey FORTIFIED Work in Four Steps

1

Free inspection and tier talk:

Drone photos, an attic check, and a conversation about which tier the house can reach. Most South Louisiana retrofits target FORTIFIED Roof; Silver and Gold add work beyond the roof.

2

An estimate with FORTIFIED lines apart:

The reroof and the FORTIFIED items arrive priced on separate lines, usually 2–5 business days after the visit. You pay no deposit to get it.

3

The grant step, if there is one:

Past grant rounds were filled by state lottery, and the program's published rules ask owners not to contact contractors until they are selected. Under those rules, a selected owner chooses from the approved contractors, a list that includes Epic, and no work can start before program approval. The program announces any new round on its own site. Without a grant, we schedule the job directly.

4

Build, review, certificate:

We file the parish permit, build the roof, and hand over the photo file. A FORTIFIED evaluator reviews the work, and IBHS decides whether to issue the designation.

Pricing FORTIFIED Work on a Harvey House

A FORTIFIED roof is priced as a reroof plus the added FORTIFIED items. For a Harvey home covering 2,000 to 2,500 square feet, the shingle reroof itself runs $13,000 to $23,000, and the deck fastening, seam sealing, edge work and any hail supplement are listed as separate lines, because their cost depends on the deck and on which FORTIFIED roofing tier you choose.

In a funded job, the published rules specify that the grant is paid to the contractor. The homeowner covers anything above it, as well as the evaluator's fees. A designation can also earn a premium discount, and insurers set those differently. Ask your insurer what applies to your policy. Any share the grant leaves to you, or the full cost of a privately paid job, can go through GoodLeap or Hearth financing, offered on FORTIFIED upgrades with a soft-pull pre-qualification that does not affect your credit. A roof that needs help now but is not due for a full reroof can get a roof repair in Harvey in the meantime, and FORTIFIED can wait for the tear-off. If the grant terms do not fit your house, a standard roof replacement in Harvey uses the same tear-off without the added items.

Harvey Owners Ask About the Grant and the Certificate

We own a house in Harvey that we rent out. Can it be entered in a grant round? +

Not under the program's published rules, which require the house to be your primary residence and to carry a homestead exemption. The roof can still be built to FORTIFIED and paid for privately, and the certificate goes to your insurer the same way.

We filed a roof claim after the December 2022 tornado. Does that count against us? +

The program's published rules ask applicants to disclose every homeowner claim filed within the last five years, whether paid or denied. If roof money from a claim was never spent on the roof, it can affect the grant amount. The program, not Epic, decides how your history applies.

How do we find out whether the program will require us to carry flood insurance? +

Under its published rules, the program checks the flood zone itself, using federal and state maps. If federal flood maps put your Harvey house in a Special Flood Hazard Area, flood coverage must be in force when you apply.

Does a FORTIFIED roof need a particular shingle? +

It needs wind-rated or impact-resistant shingles, depending on the zone, and the estimate names a line that fits. The optional hail supplement adds an impact-rated shingle that passes a 2-inch steel-ball impact test, a choice settled before anything is ordered.

Does the certificate stay with the house when we sell? +

It can pass to the buyer with the house, and it stays valid for five years from the date it was issued; renewing it after that takes a new evaluator inspection.
