Roof Replacement in Harvey, LA

Reroofs for Harvey houses, duplexes, triplexes and small apartment buildings, starting with the question that sets the permit path: how many units are under the roof.

Before we talk about shingles on a Harvey reroof, we ask how many households live under the roof. By census estimates, about one in four Harvey housing units is in a building of two to nine units, and about one in eight is in a triplex or fourplex. Both are larger shares than in Metairie, Kenner, Marrero or River Ridge. The count matters because the parish re-roofing permit for homes, and the residential code behind it, are written for one- and two-family dwellings.

Joey Noto owns Epic Roofing and runs it from Mandeville as an owner-operated, family-built business since 2020. The company holds a Louisiana residential license (RL886377) and a commercial license (CL69991), so a house, a duplex, and a small apartment building can all receive a Harvey roofing bid from one company, each on the track it belongs to.

Duplex, Fourplex or House: Sorting Out a Harvey Reroof

We own a duplex in Harvey. Does its reroof go through the same permit as a house? +

Generally, yes. State reroof rules and the residential code treat a two-family dwelling like a single-family house. We pull the permit ourselves.

We own a triplex. Who decides which permit it needs? +

The parish Department of Building Permits decides, based on the building and the scope of work. Because Epic Roofing holds both residential and commercial licenses, the same crew does the work whichever path the parish sets.

Will we see the deck before it is covered again? +

Yes. Photos go into the CompanyCam project album as the work happens, so the tear-off, the deck and the new roof are on record wherever you are, and the full album stays with you after closeout.

Why can't you quote our fourplex from a published price band? +

Our published reroof band describes one single-family house. A fourplex has more roof area, may carry a low-slope section beside the shingles, and has a permit path of its own, so its figure comes from an inspection and written estimate of that building, with each section and system shown separately.

How long will the crew be at our Harvey house or duplex? +

An asphalt reroof on a house or duplex usually keeps the crew there one to three days, weather permitting. Rotten decking or a complicated roof can stretch that.

Does a fourplex with shingles and a membrane section carry one warranty or two? +

More than one. Epic Roofing's 5-year transferable workmanship warranty covers our installation and transfers to the next owner when the building sells. The shingle maker's and the membrane maker's warranties are separate, and each is governed by that maker's terms.

In Harvey, the Unit Count Comes Before the Shingle

Broken down further, that two-to-nine share splits into roughly 12 percent in triplexes and fourplexes, 8 percent in buildings of five to nine, and the rest in duplexes. In River Ridge, the two-to-nine share is about 4 percent; in Marrero, about 10 percent; in Metairie, about 14 percent; and in Kenner, about 16 percent. By those shares, a roof replacement in Marrero or roof replacement in Metairie lands on a building of two to nine units less often than a Harvey reroof does. Most households in Harvey's multi-unit buildings rent; about 94 percent of Harvey owner-occupants live in detached houses.

Jefferson Parish issues reroof permits across the unincorporated parish, and Harvey is unincorporated. State law requires parishes that issue permits to permit and inspect reroofs on one- and two-family homes, and the residential code draws the same boundary: detached one- and two-family dwellings, plus townhouses up to three stories. A single-family house and a duplex sit inside those lines. A stacked triplex or fourplex, or a small apartment building, generally sits outside them, so the permit, the governing code, and the inspection route can differ from those of the house next door.

For that reason, a Harvey reroof estimate from Epic Roofing starts from the building type, since it decides which permit path and code the job follows. On a house or a duplex, that path is the familiar one; on a building of three or more units, it is the first thing to settle. An owner with a house in one part of Harvey and a fourplex in another can end up with two permit paths, two inspection routes, and two estimates that read differently, with the same crew on both roofs.

Where a Triplex or Fourplex Reroof Differs

Once a building has three or more units, four parts of the job change:

Permit steps before the start date:

A larger building's permit path can carry its own paperwork and inspection steps, and tear-off waits until they are settled.

A system for each roof section:

Where a building pairs a pitched main roof with a low-slope section, that section takes a low-slope system such as TPO, EPDM, or modified bitumen, and the flashing where the two systems meet is part of the scope. Asphalt shingles are not warranted on roofs with a pitch below 3/12, so a flat rear section or a covered landing on a Harvey building requires its own system.

Tenants living below the work:

A magnetic nail sweep runs before the crew leaves, and the owner knows in advance when the crew needs attic access. The owner decides how and when tenants are told.

Photos by section and stage:

CompanyCam records tear-off, deck repair, underlayment and the finished roof on each part of the building, and the album stays with the owner.

A single-family house follows our standard roof replacement install: drone and attic inspection, tear-off, photographed deck repairs, new underlayment and shingles fastened to the manufacturer's specifications, and a closeout album for that house. We pull the permit ourselves, and the material delivery is timed to the install date.

The Harvey House Band and the Multi-Unit Bid

A standard architectural shingle replacement on a Harvey house between 2,000 and 2,500 square feet is priced at $13,000–$23,000. Pitch, the product you choose, and any deck repair found at tear-off move the final figure, and each is listed separately. A set number of decking sheets is already in the price, and the estimate writes down that count and the rate for each sheet beyond it. Past that count, nothing more is replaced until you have seen the photos and approved it in writing. GoodLeap and Hearth financing is available.

When storm damage prompted the reroof, we photograph the roof for the claim and meet the adjuster at the building if you ask us to. Louisiana RS 22:1684 bars roofers from serving as public adjusters, so we do not negotiate or settle claims. No contractor may legally cover or waive a deductible in Louisiana.
